TORONTO - Don't put the snow shovels and parkas away just yet.

Environment Canada says what has been a colder and snowier winter than normal in most of the country will continue for March.

As chief climatologist David Phillips puts it, there won't be a rush to spring and the winter is like the economy - there's no good news.

Phillips says only Newfoundland, Prince Edward Island and parts of the Maritimes have escaped the colder conditions so far this winter.

Saskatchewan and Manitoba have suffered the most, with Phillips noting that one day all of Manitoba was under a wind-chill warning.

In British Columbia, Phillips says it not only has been colder than normal, but there has also been a great amount of snow. As for Ontario and Quebec, it has only been a little colder than normal.
