Northern Quebec comprises 70 percent of the province, and over the next 25 years roughly $80 billion in private and public money will be invested in the region.
Premier Jean Charest's vision for energy development, forestry, mining, transportation, and tourism will alter how Quebec works for decades.
Richard Janda, a professor with the McGill Faculty of Law and the School of Environment, thinks the plan has some good features.
"We still don't know what will be developed out of the very general nature of the plan as it now stands," said Janda.
"It has some ambitious environmental objectives. It has some ambitious objectives for involving indigenous peoples. It has ambitious objectives for community involvement. All of that sound very good. The proof will be in the pudding."
