MONTREAL - Police have confirmed that the body parts found in a Montreal neighbourhood and in packages sent to the headquarters of the Conservative Party of Canada are related cases.

The torso of a dismembered man was discovered Tuesday morning in Montreal's Cote des Neiges neighbourhood.

That same day a blood-stained package sent to the Conservative Party headquarters in Ottawa was discovered to contain a human foot.

Canada Post later discovered a second package containing a human hand.

Ottawa Sgt. Steve Hodgson said a receptionist at the party's 12th floor offices had only partially opened the package before calling police.

"The initial package was opened and it was deemed suspicious," he said.

"It wasn't opened any further. It was our Hazmat Team that eventually took a look at it."

Both packages were sent from the same location in Montreal, although the hand was addressed to a different, as yet undisclosed, location.

On Wednesday morning the investigation was transferred to Montreal police, but at this point investigators do not know if they are dealing with one, two, or three victims.

Montreal police expect to have suspect soon

The torso was found inside a suitcase among a pile of garbage near Place Lucy and Decarie Blvd.

Superintendent Mike Nadeau made the discovery when he decided to open a suitcase that had been sitting in the alley for several days.

"We went over and looked and it looked -- there was literally maggots coming out so we said 'let's bust the lock off and see what's inside.'

When we opened it up inside, there was a torso with no head," said Nadeau.

On Wednesday morning police in Montreal confirmed the torso in Montreal belonged to a man, and said a suspect lives in a nearby building.

"The guy who they think did it was a very, very quiet guy," said Nadeau.
